Nearly every country's government does its best to give satisfying responses to its citizens' requests, questions and/or concerns. However, it is still the government and therefore must prioritize based on a number of different factors (including summer hours).
The United Kingdom's parliamentary system welcomes all petitions, even the weird ones.
Those which are rejected are still filed and uploaded for public viewing, which could either be a good thing or bad thing, depending on the request.
"If you ever want to see what the real issues are in the UK simply check the rejected petitions section on the parliament website," British comedian Aaron Gillies wrote on Twitter, along with four screenshots of rejected petitions.
